Canada Funds 500 New PhD Scholarships
The new Canadian federal budget announced this week includes ambitious new funding for international education to help Canadian universities compete for top talent from Canada and around the world. From Macleans.Ca online:
“The program will award 500 PhD students with $50,000 each year for up to three years of study. The program will cost the government $25-million over two years. It will be open to both Canadian and international students.
The new initiative is a response to universities’ complaints that they are unable to attract the world’s brightest students to Canada. The program, named after Governor General George Vanier, aims to compete with high profile scholarship programs like the Rhodes program.”

The Canadian Federation of Biological Societies also reported on a new study abroad program for Canadian students:
“The Government will also provide $3 million over two years for Canada Graduate Scholarship recipients ($6,000/year to 250 students) to help Canadian students study abroad for one semester.” For more information, visit the CFBS story.

he advocated an equitable society where each group / individual takes their rightful place in society. society is always pyramidal. hence the need to regulate the flow with each tier. there is nothing to stop those from the low end to go to the higher end or vice versa. if rulers were just and fair there wont be rumblings from the low end. hence every one must play it right and less politicking – more happiness all round. this is in today's context an ideal as we can see how divided society is – gap of rich and poor, unjust rulers/ politicians etc. it boils down to education and proper distribution of income and wealth

There are three different ways of getting money for being a finalist/semi-finalist. One, is directly from the college that you want to go to. Two, is from different corporations that sponsor the competition. And last from National Merit Corporation. You can only get money from one of these three ways. I know many colleges give full scholarships. Go to to find a list. Of course scholarship money varies from school to school and student to student. Also not all finalists get money from the competition. It is possible that schools who don't sponsor the competition give money to finalists.

For $450-550, you're going to get something small, but in an 'ok' area. In the list you have, they're all 'ok' neighbourhoods, but I would put George Vanier and St Henri dead last. There are REALLY bad parts there. Also, "Villa Maria/Verdun" doesn't work. They're quite far from each other. It would be one or the other. Out of your list, I'd say your best bet would be something around Lionel Groulx or De L'Eglise. You might be able to score something around Atwater, you never know. Check Craigslist, etc….
The cheapest apts will be in the areas you noted above, if you're staying in the west end, and the price you have is pretty much as low as it can go in Mtl.
Most expensive will be Westmount (right where Dawson is), but there are some affordable places, you just really have to look.
The areas you noted are really ok, not terrible or anything. If you want a roommate, check Dawson's bulletin boards or school paper, they always have ads for that, and you can sometimes find a REALLY nice place close by. It's worth a shot. The area around Dawson is great, too, huge mall with everything you need from groceries to a pharmacy to an arcade, lol. It's quite complete.
What else….Mtl is a pretty safe city, you'll have a blast. Enjoy!

I will answer these questions from my heart and with Gods' will maybe someone will listen.
1) The initiatives presented are not worth much to the general people of this fine country. It does not do much for the disabled, or the work poor. These points should be reviewed and adjusted. It also leaves a very huge debt for the future generations of Canadians.
2) Some of the money is and some not, we need to re-allocate what we have before spending what we do not have. When I was younger I was told that money does not grow on trees, but from hard work and sacrifice. There is a solution but the government does not want to listen to history or to someone who has experiences in dealing with problems.
3) Changes, I have a few, I only hope there is enough space to list them all here:
A) Scrape the present taxation system completely, and create a flat tax of 17.5% across the board regardless of income. This would create an increase of take home money to the people of about 55.5%
B) Ask all Canadians to accept a wage and salary freeze for a period of 3 years 2008 levels. (Except for politicians who truly care for this country and its people. see next point)
C) Politician should be willing to be leaders in tackling this problem since they are part of the solution/issue.
– Therefore they should take a pay cut of 34%. This would release Millions of dollars to be re-allocated.
– Also, thier pension plans should fall in line with the guidline of the average Canadian based on the Maxium allowable under the Canada Pension Plan.
– The removal of the 8 year clause for quailifing for full pension.
D) implement a reward or penality system in regards to business/corporations as follows:
Reward – no taxes to be applied up to an amount of $1 Billion of Gross profits if 25% of that amount is re-invested in Canada only (not oversea ventures). This would help create jobs, build infrastrues, broaden employment, educate workers, and help stimulate the economy of the future. (ie: expansions, r&d, new products, new program.) This also allows companies the pride of giving back to this country.
Penality – 32% tax for any amount of money sent out of this country. This helps Canada because it is compensation for lost of present and future revenue. (ie: jobs lost or not created)
To help equal out the playing field pass legislation to cap the gross mark-up/profit margins of selling goods 35.3%. This would create a competitive field for better quality and workmanship. Because the present taxation system would be scraped there would not be a manufacturing tax, HST, GST or PST.
In regards to Provincial/Federal Crown Corporations they must follow the guidline just like everyone else.
These are just some of the ideas that I have. Now I must be the most dislike person in this country. So maybe now the government might listen to the masses. I have other ideas and the knowledge to help.
